The movie follows the storyline of the the 2006–2007 Marvel crossover "Civil War" storyline about a government "Superhero Registration Act" to have superpowered characters act under official regulation. It set up a war between the superheroes led by Iron Man on one side (for) and Captain America on the other (against). Here's the matchup:
Those who support the Registration Act

Those who oppose the Registration Act
- Sharon Carter (Agent 13)
- Captain America
- Winter Soldier
He also shared Hawkeye's new costume along with Ant-Man
This line-up deviates from the comic books in several ways. For one thing, in the comics, Black Panther stayed neutral and didn't join the fight. Plus, since Marvel doesn't have the movie rights to Wolverine or the Fantastic Four, Reed Richards and Logan aren't part of the story.
